Generally allowed. California's Supreme Court struck down unrelated-occupant caps statewide - LA cannot enforce one.

Occupancy cap

NONE ENFORCEABLE. City of Santa Barbara v. Adamson (1980) 27 Cal.3d 123 held that capping the number of unrelated persons in a single housekeeping unit violates the privacy clause of the California Constitution, art. I sec. 1. Followed in City of Chula Vista v. Pagard (1981). No California city can enforce an unrelated-adult cap.

Is it a permitted use

Not blocked by any occupancy cap. The live constraints are LA's separate boarding/rooming house use (a dwelling with no more than five guest rooms let for compensation) and zone-specific limits on separate per-room leases in single-family districts. Check the specific zone before buying.

Registration or licensing

LA business tax registration; the Certificate of Occupancy must match the use. Assume the Rent Stabilization Ordinance applies - it covers most multi-unit buildings built before October 1978.

State pre-emption

California preempts IN THE LANDLORD'S FAVOUR on occupancy caps (Adamson), and heavily AGAINST on rent and eviction: AB 1482's statewide rent cap and just-cause eviction rules apply.
