Can you rent by the room in Orlando, FL?

Depends on the detail. The ONLY code found that regulates per-room leasing by name: five people, but only FOUR separate room leases.

Occupancy cap

FIVE. City Code sec. 66.200: "Family: One or more persons occupying a single dwelling unit and living as a single housekeeping unit, provided that unless all members are related by blood, marriage, adoption or foster care responsibility, no such family shall contain over five persons."

Is it a permitted use

READ THIS ONE CAREFULLY - Orlando wrote the coliving model into the code. "Single Housekeeping Unit" has five tests, and test (5) is that the household "rents no more than four individual rooms for a period of at least 30 days for compensation under separate leases or rental agreements" (exception: leases required by a government funding programme or a federally recognised tax-exempt shared-housing programme). So: five people in the house, but a maximum of FOUR of them on separate per-room leases, and no lease shorter than 30 days. Cross that line and the property becomes Group Housing.

Registration or licensing

Group Housing is a defined use covering "boarding houses, lodging houses, rooming houses, dormitories and hostels" - any dwelling occupied by unrelated people NOT living as a single housekeeping unit. Type A is owner-occupied, 12 or fewer, stays of a week or more; Type B is 2-52 people and everything that fails Type A; Type C is 52+. Type B is a permitted use only in specific districts and needs the matching approval.

State pre-emption

Florida preempts local rent control outright (SB 102, 2023) and regulates vacation rentals at state level (sec. 509.032(7)). The 30-day floor in the housekeeping-unit test also keeps this out of short-term-rental territory.
