Chicago Zoning Ordinance sec. 17-17-0270, "Household": "One or more persons related by blood, marriage, legal adoption or guardianship, PLUS NOT MORE THAN 3 ADDITIONAL PERSONS, all of whom live together as a single housekeeping unit." Is it a permitted use

Registration or licensing
Chicago requires no general rental licence, but the Residential Landlord and Tenant Ordinance (RLTO) is one of the most tenant-protective in the country and applies to nearly every unit. Single-Room Occupancy buildings are separately protected by the SRO Preservation Ordinance.
